The Specialty Materials segment manufactures products that provide more than 150 material formulations for glass, glass ceramics and fluoride crystals to meet demand for unique customer needs. Consequently, this segment operates in a wide variety of commercial and industrial markets that include display optics and components, semiconductor optics components, aerospace and defense, astronomy, ophthalmic products, telecommunications components and cover glass that is optimized for portable display devices.

Scope of Role:

  • Lead efforts to ensure that division operations are conducted in compliance with Department of Defense regulatory and legal requirements, in addition to company policies and procedures.
  • Ensure compliance with the Federal Acquisition Regulations (FAR), Defense Federal Acquisition Regulations Supplement (DFARS), applicable Cost Accounting Standards (CAS), and the Truth in Negotiations Act (TINA) so that the division can continue to do business with government customers.
  • Manage Department of Defense financial and regulatory reporting, as well as oversight of contract compliance as required by contract terms.

Day to Day Responsibilities:

  • Work with leadership to establish, maintain, and update division policies and procedures for compliance with CAS and FAR/DFARS requirements.
  • Establish accounting practices as they relate to cost allocations and allowable costs. Maintain documentation and provide requested information to regulatory agencies.
  • Prepare and submit incurred cost submissions for division operating units performing on cost-reimbursable contracts.
  • Set, monitor, and maintain the division’s government cost and pricing rates.
  • Maintain working relationships with Governmental and prime contractor auditors and reviewers, responding timely to requests for information.
  • Manage analytical efforts related to government projects including overseeing financial analysis for project status and completion estimates.
  • Support and Work with Corporate Finance Government Contract Center of Excellence to Identify and execute plans to mitigate government contract compliance risks, including those that cross multiple functions such as technical accounting, legal, human resources and information technology.
  • Assist in the preparation of cost proposals, invoicing and funding analysis, as required.
  • Support and Work with Corporate Finance Government Contract Center of Excellence to present information to all levels of management, including making recommendations to improve process, compliance and project results.

Location:

  • This position can be located in either Corning, NY, Canton, NY, Fairport, NY or Keene, NH.
  • Occasional travel between sites as required.

Education & Experience:

  • We require a Bachelor's degree in business administration, accounting, finance, or related field required
  • Prior experience as a DCAA auditor, DCMA cost/price analyst, or Federal contracting officer at or above GS-12 or equivalent grade a plus
  • 7+ years prior experience working directly with DCAA or DCMA at a Federal contractor or 5+ years prior experience at a public firm specializing in government contracting advisory services, providing necessary knowledge and skills detailed below
  • Subject matter expertise in FAR and DFARS regulatory requirements, including CAS and TINA
  • Experience monitoring compliance to Federal government contracts, and/or grants and co-operative agreements.
  • Demonstrate ability to interpret regulations, research government contracting and accounting issues, and develop solutions that maximize the company’s position.
  • Knowledge of government regulations and oversight agency procedures, such as those within Defense Contract Management Agency (DCMA) and Defense Contract Audit Agency (DCAA); and experience maintaining positive working relationships with Government employees, including strong negotiation skills.
  • Demonstrate ability to successfully support compliance audits by DCMA/DCAA or other government regulatory agencies.
  • Ability to work well with others under high-stress situations, effectively interface with internal functional and project organizations and meet both internal and external customer goals/objectives.
  • Strong written and verbal communication skills as well as strong analytical skills for problem solving, risk assessment and strategy including the ability to apply sound judgment.
  • Demonstrate ability to clearly organize and articulate complex regulatory information for the purpose of supporting a position and/or effectively transferring knowledge.
